Water and Sewer Online Payments

You may pay your bill online using your credit card (Visa, Mastercard or American Express). Payments made before 10 p.m. will be posted to your Town of Herndon account the following business day.

Town of Herndon Water and Sewer customers now have the option to use the electronic funds transfer (EFT) payment program to pay their water and sewer bill. The EFT payment program could benefit you in several ways:
- Save time and money - it's automatic and free
- Avoid lost or delayed checks in the mail
- Avoid late fees and potential disruption in service
- Your water bill is paid, even if you are on vacation, sick, or away on business
To sign up, simply complete the Electronic Funds Transfer Agreement, attach a voided check if using a checking account or a preprinted deposit slip if using a savings account and mail to:

Don't forget to keep making payments until you see the phrase "BANK DRAFT - DO NOT PAY" on your billing statement.
Setting Up Water and Sewer Service Please call the Customer Service Representative at (703) 435-6814 Monday through Friday (excluding Town holidays) from 8am-5pm to request water service or for information about water service.
To establish water service with the Town of Herndon, you will need to provide the following information:
Service address
- If you are purchasing the home, you will need to bring in or fax a copy of your HUD-1 settlement sheet. If you are renting a property; you must provide a copy of your rental agreement which includes the name and mailing address of your landlord.
- All water customers shall be required to make a service deposit based on the size of the meter before water service will be continued. The deposit amounts are:
Meter size 5/8" through 1" $125.00 Meter size 1/2" through 2" $250.00 Meter size greater than 2" - 4" $375.00 Meter size over 4" $500.00
This deposit will be applied to your final bill when you move out or will be applied to the quarterly billing after 5 years of good payment history, whichever comes first.
- Your social security number, driver's license number, home and work telephone numbers.
Disconnecting Water and Sewer Service
Please call the Customer Service Representative at 703-435-6814 Monday through Friday from 8am-5pm to request disconnection of water service or for information about water service.
To terminate water service with the Town of Herndon, the Water Department requires the following information:
- Service address
- Date service is to be terminated. The Town should have at least 5 days advance notification to turn off water.
- A forwarding address to send your final bill
- A current phone number
Failure to make an application to cutoff water service will result in the customer being responsible for all water going through the meter until the cutoff has been effected or an application has been made to the Town by a new occupant. (Town Code Sec 74-303).
Transferring Water Service If you are moving out of a residence in the Town into another residence in the Town, please call customer service at (703) 435-6814 to update your information. If a deposit is still on file, it will be transferred to your new address. If the deposit has been refunded, then a new deposit is required.
Billing Water and sewer charges are billed on a quarterly basis. Residential customers are billed for all water passing through the water meter. Sewer charges are calculated based on water usage. Customers are also billed a recycling fee, sewer lateral fee and service charge.
Residential Basic Charges: Recycling fee: $4.00 (Effective July 1, 2010) Service Charge: $8.60 Sewer Lateral Repair: $.50
Base Water and Sewer Rates for services rendered and billed on or after October 1, 2011: The base water rate is $2.90 per 1,000 gallons. This charge is based on the consumption of water as measured by readings of the water meter serving the property.
The base sewer rate is $5.05. This charge is based on water consumed.
Peak Water and Sewer Rates: The water peak rate is $3.50 per 1,000 gallons. The sewer peak rate is $1.70 per 1,000 gallons.
All water consumed during the peak use periods in excess of (i) 3,000 gallons above the consumption of the preceding winter quarter billing period, or of (ii) one and one-tenth times the consumption of the preceding winter quarter billing period, whichever is greater, shall be charged the peak amounts. This peak use period charge shall be applied in addition to the base water and sewer rate charges.
- Winter quarter billing period consumption is defined as any consumption for quarterly billing periods reflected in bills issued during the months of February through April.
- Peak use period consumption is defined as any consumption for quarterly billing periods reflected in bills issued during the months of June through November.
A second tier peak water rate will be charged for peak use period consumption greater than one and three-tenths times the winter quarter billing period consumption. This rate will be applied to customers with subtracting meter systems where the subtracting meter is used to reduce water consumption for sewer billing. This second tier peak water rate charge shall be applied in addition to the base water charge and the first tier peak use period charges described above.
Unpaid Water and Sewer Billings Customers with unpaid bills 30 days after the billing date will receive a delinquent notice and will be assessed a 10% penalty. If the account remains delinquent 5 additional days, a door hanger will be placed on the customers door as a courtesy and reminder of the past due balance. The door hanger will also notify the customer that the outstanding balance must be paid by a specific date or the water service will be cutoff and a $20.00 cutoff fee will be added to the account regardless of disconnection status.
The Town accepts cash, checks or credit cards for payment. Checks returned from the bank due to insufficient funds will be assessed a $35.00 charge which will be added to the delinquent balance on the account. The customer will be given 2 days to pay the delinquent balance (cash or money order only). If payment is not received within 2 days, water service will be cutoff and an additional $20.00 will be assessed in order to reconnect the water service. If the customer has two returned checks in a year, the customer will be required to pay by cash or money order only.
Helpful Information If your utility bill is high, leaks are often the culprit. A leaking toilet is the most common culprit. A running toilet can waste over 1,000 gallons of water in a single day. Toilet leaks can be detected by adding food coloring to the water in the tank. Do not flush. Wait a few hours to see if the colored water appears in the toilet bowl. If it does, there is a leak. Repairing toilet leaks is usually easy and inexpensive. Another test that can be performed is to take a marker or pencil and mark where the water line is in the tank. Shut off the water valve under the toilet tank and leave the toilet alone for a few hours. If the water line is below the line you marked, then you know you have a leak.
High bills can be the result of increased water use. Changes in outdoor water use, such as watering a lawn or using a new sprinkler system are usually responsible for larger increases.
If there appears to be no leaks inside your home and the meter is located outside an underground leak may be possible. Call our Customer Service telephone number at 703-435-6814 Monday through Friday (excluding Town holidays) during regular business hours to schedule an appointment to check for a ground leak.
Some tips on saving water During droughts or other emergencies, you may be asked to help by conserving water. You'll be surprised at how much water you can save without hardship right in your own home. Here are some things you can do during these times:
- Check every faucet and toilet for leaks
- Take short showers and shallow baths
- Turn off the water while you are brushing your teeth, shaving, scraping the dishes or washing your hands.
- Keep a bottle of drinking water in the refrigerator. Running the water until it gets cold will waste a gallon.
- Fill to capacity the dishwasher and washing machine. Washing partial loads can waste electricity, water and money.
- Use a bucket of water to wash the car and a hose to rinse it.
- Be careful to water the lawn not the sidewalk or street.
