On February 22, 2011, the Town Council unanimously approved Resolution 10-G-68 - Comprehensive Plan Amendment, CPA #10-01 - Downtown Master Plan. Resolution 10-G-68 in its entirety

BACKGROUND:
                             
Original and amended Draft Plan Options including land use plans, perspective drawings and diagrams. 

Herndon Downtown Development Analysis - Plan A & Plan B

The adopted Downtown Master Plan is the product of a community driven process, incorporating a citizen committee, focus groups, public workshops, interviews, public meetings and hearings.  The plan provides a vision for the downtown that was articulated and refined by the community itself.  With the assistance of a consultant team of nationally recognized experts in the fields of urban design, planning, architecture, illustration, engineering, historic preservation and real estate economics, the plan came together over a two year period. 


Progress and Milestones:

Winter 2008:  Town Council approves scope of services for Downtown Master Plan consultant contract.

Spring 2009:  Consultant selection process completed.

Summer 2009:  Town Council awards consultant contract to Urban Design Associates and a team of experts in urban design, and related fields.

Summer 2009:  Town Council appoints Downtown Master Plan Steering Committee and the Committee commences work.

Fall 2009:  Consultant team provides background materials and facilitates public focus groups and interviews with a wide spectrum of residential and business stakeholders and elected and appointed officials.  Additional public input provided through public meetings.  Open workshops provide additional information and feedback from the public.  Public meetings held to unveil and receive additional comments on two preliminary designs.

Winter 2009:  Steering Committee recommends Option A with amendments to the Planning Commission.

Winter/Spring 2010:  Planning Commission holds public  hearings and considers the proposed plans, public input and the Steering Committee recommendations.

April 5, 2010:  Planning Commission recommends approval of the Downtown Master Plan Option A with amendments.  Certifies resolution on May 3, 2010.

May/June 2010:  Town Council holds public hearings on the Downtown Master Plan and considers the Steering Committee and Planning Commission's recommendations, public input and additional supporting material from staff and the consultants.

June 15, 2010:  Town Council remands Downtown Master Plan to the Planning Commission for further review of the economics of the recommended plan.

Late Summer/Fall 2010:  Planning Commission requests that the staff obtain consultant services to provide a gap analysis of future development under proposed Option A Downtown Master Plan to determine potential costs of public facilities.

December 6, 2010:  After a series of public hearings and work sessions, the Planning Commission recommends approval of Downtown Master Plan Option A with further amendments and public infrastructure recommendations.

Winter 2010-2011:  Town Council considers additional material, including the gap analysis as well as public input, Planning Commission and Steering Committee recommendations.

February 22, 2011:  The Town Council approves and adopts Resolution 10-G-68, Comprehensive Plan Amendment, CPA #10-01 incorporating the Downtown Master Plan Option A with amendments into the Town's 2030 Comprehensive Plan.


NEXT STEPS:

   >   Writing of zoning regulations to implement the adopted Downtown Master Plan:  Process will include Planning Commission and Town Council public hearings - schedule to be determined.

   >  Development of a Downtown Pattern Book, a guide to future architecture in Downtown Herndon:  Process will include public work sessions with the Heritage Preservation Review Board, and Town Council public  hearings - schedule to be determined.
