UPDATE:  On June 15, 2010, the Town Council remanded the Downtown Master Plan Comprehensive Plan Amendment, CPA #10-01, to the Planning Commission for further consideration.

The Planning Commission will hold a public hearing on this item on September 13, 2010 at 7:00 pm in the Ingram Council Chambers, located at 765 Lynn Street.

On Monday, April 5, 2010, the Planning Commission recommended approval of the Downtown Master Plan Comprehensive Plan Amendment, #10-01. The plan amendment was considered by the Town Council at a public hearing on May 11, 2010, on May 25, 2010 and on June 8, 2010.  At the June 8th public hearing, the Town Council voted to hold a special meeting on June 15th to continue the public hearing. 

The Planning Commission recommended Option A to the Town Council but qualified that recommendation with several key points.

FAST FACTS

WHO:  The Town of Herndon is advancing a Downtown Master Planning effort.  The Town Council appointed a Downtown Master Plan Steering Committee and selected a consultant team through a competitive process.  The team includes the firms of  Urban Design Associates (http://www.urbandesignassociates.com(http://www.urbandesignassociates.com) ), StreetSense, Bohler Engineering and Frazier and Associates, who are working with the Town Council, the Planning Commission, town residents, downtown business owners and commercial property owners to determine the future of downtown Herndon.

WHAT: Through a public process that builds upon previous planning efforts, the town's consultants have worked with the community and steering committee to create programs and images of future downtown development.  The final report includes drawings and detailed information allowing a developer or property owner in the downtown to know how the town envisions its future downtown development.  The Downtown Master Plan is  advancing as a proposed amendment to the Town's 2030 Comprehensive Plan.


The UDA/StreetSense team of designers and architects held an open studio in mid-November where members of the public stopped in to view their work and provide input over a three-day period.  Building on comments from the public as a whole and from previous focus group meetings, the UDA team prepared concepts of what Herndon's downtown could be.  The plans and illustrations were displayed at an open house on November 18; the plans were revised and then presented at a public meeting on the evening of November 19th.

The plan is moving to a more formal process of Planning Commission and Town Council public hearings.  The following dates have been set:

01-25-10   Planning Commission Work Session - 7:00 pm
Hoover Conference Room, 765 Lynn Street - Discussion item of the Downtown Master Plan Steering Committee's recommendation on the various elements of the plan.  COMPLETED

02-01-10   Planning Commission Public Hearing - 7:00 pm
Mary Ingram Council Chambers, 765 Lynn Street - a special work session will be held to discuss plan options.

02-22-10   Planning Commission Work Session - 7:00 pm

05-11-10  Town Council Public Hearing - 7:00 PM

The Town Council continued the public hearing to May 25, 2010 at 7:00 pm, to be held in the Ingram Council Chambers, 765 Lynn Street.  The plan amendment will be discussed at the Council's work session scheduled for May 18, 2010.  CONTINUED

The Town Council continued the public hearing to June 8, 2010 at 7:00 pm, to be held in the Ingram Council Chambers, 765 Lynn Street.  CONTINUED 

A special meeting was held by the Town Council for the Downtown Master Plan Comprehensive Plan Amendment.  The meeting was held on June 15, 2010.  REMANDED BACK TO THE PLANNING COMMISSION FOR FURTHER CONSIDERATION.
