Deputy Director of Public Works - Engineering Division

Under general supervision, the purpose of the position is to assist the Director of Public Works in planning, organizing, directing and coordinating activities to maintain the town’s infrastructure and deliver capital improvements. The Engineering Division Deputy supervises the Building Inspections, Program and Project Management, and Engineering sections of Public Works.

  • Assists in monitoring activities, methods and practices of department; plans and organizes engineering activities; coordinates departmental activities; assists in establishing policy and procedures; acts as Director of Public Works in absence of Director
  • Assists director in preparing the annual budget, mid-year adjustments, funds transfers and other fiscal decisions
  • Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; hires and trains employees; promotes employee morale through personal example, coaching, rewarding desired performance and keeping employees well informed of departmental policies and external developments that affect the department; administers and interprets personnel rules as they apply to departmental operations
  • Interacts with citizens, businesses and political entities on public works issues
  • Prepares and presents issues to Council, Planning Commission and Architectural Review Board; drafts staff reports and resolutions for presentation to Council
  • Coordinates interdepartmentally on public works activities; coordinates with outside agencies; coordinates with other town staff and departments; coordinates utilities relocation and property agreements in support of capital and other projects
  • Responds to inquiries, complaints and requests from residents, council members, town manager, other staff, developers and the general public
  • Supports site plan review and inspection process
  • Performs other duties as required


  • Minimum Bachelor’s degree in engineering, engineering management, public works or related field required
  • Master’s level course work in the field preferred; supplemented by six to nine years’ previous experience that includes engineering, public works management and contract administration
  • Possession of a license as a Professional Engineer, Virginia preferred, or an equivalent combination of education, training and experience
  • Possession of a valid driver’s license with acceptable record
