Herndon's Comprehensive Plan is a long range planning document that establishes the direction and framework of present and future land use activities, policies, initiatives, and decisions in Herndon. It is general in nature and principally intended to promote the health, safety, and welfare of Town residents and businesses. The Comprehensive Plan is reviewed for updates at least once every five years and amendments to the Comprehensive Plan occasionally occur. The current version of the 2030 Comprehensive Plan was last amended on May 24, 2022.
The Town Council affirmed recommendations for Comprehensive Plan updates from the Planning Commission that occurred during the last five-year of the Comprehensive Plan.

Herndon 2050 Plan
The Town will be kicking off the development of a new comprehensive plan in the Fall of 2025. Funded principally by a grant through the USDOT, the plan development process is expected to take 2-3 years and will heavily rely on public engagement and input. Click here for more information.
Small Area Plans
The Transit Related Growth (TRG) small area plan was adopted in April 2024 to allow higher densities, residential uses, and public improvements in the areas surrounding the Herndon Transit-oriented Core. The plan is undergoing an amendment review.
The South Elden Area Plan was adopted in February 2019 to allow higher densities and residential uses mainly along the Elden Street corridor south of Sterling Road.
The Herndon Metro Station Area Plan was adopted in February 2012 to allow high densities, mixed used, and associated public improvements, immediately surrounding the Herndon Metrorail Station.
The Downtown Herndon Area Plan was adopted in February 2011 to allow mixed use infill development in the downtown area.
