HERNDON TOWN MANAGER PLANS FOR COMPREHENSIVE CHANGES IN PROPOSED FY 2021 BUDGET, DUE TO COVID-19 IMPACT
Herndon Town Manager William H. “Bill” Ashton II’s proposed FY 2021 Budget, delivered to the Herndon Town Council by the statutory deadline of April 1, is “no longer reflective of the current fiscal reality imposed upon the town, county, nation and world due to COVID-19,” he said, and will require comprehensive changes before consideration and adoption by the Town Council.
In a typical year, hearings to solicit public comment on the town manager’s proposed budget are held at the Town Council’s April meetings, and adoption occurs prior to June 30, the date by which the Commonwealth of Virginia requires municipalities to formally adopt balanced budgets for the fiscal year, which begins July 1.
Development of the proposed budget is a months-long process that includes priority-setting by the Town Council as well as significant staff time and effort. The Proposed FY 2021 Budget was finalized and in the process of being printed when the COVID-19 pandemic began its unprecedented disruption of daily life and the local, regional, national and global economies.
Accordingly, Ashton is recommending that public hearings on the Proposed FY 2021 Budget be delayed until May; the Town Council’s public hearings are scheduled for May 12 and May 26. “This gives staff time to adjust anticipated revenues, which are already significantly impacted by the pandemic,” he said. “As a result, we expect comprehensive changes in our anticipated expenditures. Many of the assumptions in the current proposed budget are no longer valid.”
Members of the public may participate in public hearings on the proposed budget via WebEx; links to listen to Town Council work sessions and participate in Town Council public hearings will be published on the Friday prior to each Tuesday meeting date at Herndon-va.gov, “Agendas and Minutes.” Members of the public may also submit comments via an online form (Herndon-va.gov/Budget) or by emailing email@example.com.
